Git

You can download the most recent sdlbotor source via git from http://repo.or.cz/w/sdlbotor.git.
Git cloning as usual: git clone git://repo.or.cz/sdlbotor.git

Libraries needed to compile: SDL, SDL_gfx, SDL_image, liblua.

Under Linux compile with make. That should work. Hopefully.
Under Windows compile as you wish.
E.g. import the source to a devcpp-project, make sure you've installed all devpacks and set them up. Press compile and pray.
